Apparently so, according to the Washington Post’s and California  Endowment Health Journalism Fellow Sarah Kliff, who’s been paging  through an advance copy of economist Jonathan Gruber’s “Health Care  Reform: What It Is, Why It’s Necessary, How It Works.”
